I used to imagine finding a publisher rather like sending out a CV: send it to enough places, and eventually somebody will say yes. Books are less cooperative. You can bake the best apple pie in the world and send it to a person who has publicly said they hate apples.
After trying agents myself, I would begin with genre, publication history, rights and the recipient's actual rules — not a giant spreadsheet of addresses.

Women's fiction, romance and commercial storytelling: Bookouture
Bookouture lists women's fiction, contemporary romance, romantic comedy, reading-group fiction, crime and other commercial genres. It has a direct submission form for unagented writers and guidelines that ask for a complete manuscript and clear market positioning.
Previously self-published? Its FAQ says that previously published titles may be considered where relevant rights were retained or have reverted. That is not a blanket promise to republish any independently released book. It also allows limited AI assistance for spelling, style reports or verified research, not AI-generated creative content in the final manuscript.
Commercial fiction and emotionally driven stories: Storm Publishing
Storm Publishing invites direct manuscripts. Its genre guidance mentions romantic fiction, women's fiction, reading-group fiction, multicultural fiction, suspense and speculative genres. Its priorities include pace, distinctive voice and characters who matter to readers.
That makes it a possible genre match, not a promise of interest in my specific novel. Its AI-authorship requirements matter too: the final creative manuscript needs to be the author's own.
Literary fiction and short stories: Fairlight Books
Fairlight Books specialises in contemporary storytelling, but its current submission page explicitly says book-length submissions are closed, including novels, novellas and collections. Individual short stories remain open for its online platform. A literary writer with a novel should not interpret an attractive catalogue as an open door. Fairlight also states it does not accept AI-generated stories.
Large publishers: the country and imprint matter
Bloomsbury Australia's guidance says adult fiction requires a literary agent. Bloomsbury India, however, publishes different direct instructions for English-language manuscripts. That doesn't guarantee suitability for every overseas author. It shows why searching for a brand name is not enough.
Legend Press now says submissions are closed, even though older online lists may still recommend it.
When I'd look for an agent instead
For a major traditional deal, or literary fiction that needs careful positioning, an agent may be the better path. QueryTracker's genre search helps narrow the search, while CAA directs writers to individual agents' profiles and requirements. An agency can be open while the particular agent you want is closed.

And my own manuscript?
I would first decide whether I was pitching women's fiction, ironic autofiction, or a story of migration and starting again. A novel can have elements of several genres, but the publisher needs one clear promise to a reader. I'd check the rights status of already published and translated books, prepare a concise submission package, and perhaps use a free EditRoast critique skill to catch glaring problems before the first query.
Then I would stop writing to everybody. Even an apple pie deserves someone who actually likes apples.
